Based in the capital of Honduras, Tegucigalpa Centro Cívico aims to optimize and streamline the operations of the Government of Honduras by consolidating the majority of public institutions in a single location, in order to strengthen institutional efficiency, ensure high-quality service to citizens, and promote transparency. Total investment of $175 million

Supply Challenge

The primary supply challenge was identifying a partner capable of delivering meaningful cost reductions through value engineering while also optimizing logistics expenses. The project required coordination across multiple disciplines—including water infrastructure, plumbing, drainage, fire protection, and mechanical systems—necessitating access to a broad network of specialized distributors. In addition, the client required support with phased material staging to align deliveries with the construction schedule and minimize on-site handling and storage costs.

Our team conducted a detailed review of the project drawings and worked closely with the client to develop value engineering alternatives that reduced overall material costs without compromising performance or compliance.

In parallel, we optimized container utilization to maximize cargo efficiency, significantly reducing the total number of containers required and lowering logistics expenses. To further support the project’s financial and operational needs, deliveries were strategically staged and sequenced to align with construction phases, improving cash flow management and minimizing on-site storage requirements.

  • Plan Take-offs

    Throughout the project, several product recommendations were made to improve efficiency and reduce costs; however, the most significant impact was achieved within the fire protection system. We recommended a change in the specified sprinkler heads along with the adoption of flexible sprinkler hose assemblies in place of traditional cut-and-threaded nipples at each sprinkler head location.

    This solution delivered substantial savings in both material and labor costs while significantly reducing installation time. In addition, the use of flexible hose assemblies provided greater adaptability in the field, allowing installers to easily accommodate deviations between design and as-built conditions or resolve conflicts with other building systems. The result was a more efficient installation process, increased flexibility during construction, and a higher overall level of system coordination.

  • Products Submittals

    AVEM Water played an active role in the product submittal process by recommending alternative products and supporting the contractor through the approval cycle. Our team assisted in proposing material changes by providing complete and compliant submittal packages, including qualified specifications, technical data, and formal letters of compliance from the manufacturing partners.
    In several instances, we also worked directly with designers and engineers to educate and train them on the proposed materials and systems, addressing technical questions and ensuring alignment with project requirements. This collaborative approach helped streamline approvals, reduce delays, and ensure that optimized solutions were accepted without compromising performance, safety, or code compliance.

  • Project Staging

    AVEM Water’s logistics team delivered exceptional results by strategically staging materials and maximizing container utilization throughout the project. Through detailed planning and close coordination with the construction schedule, we optimized shipment configurations and reduced overall shipping costs by 19%.
    By maintaining real-time visibility into project progress, Avem implemented a rolling delivery strategy that ensured materials were consistently available on-site while additional shipments remained in transit. This approach minimized on-ground inventory, prevented work stoppages due to material shortages, and improved cash flow by allowing the client to better manage capital tied up in materials. The result was a more efficient, cost-effective, and uninterrupted construction process.

  • Container Loading

    AVEM Water’s logistics team evaluates every container prior to loading to determine the optimal fill percentage required to achieve maximum shipping efficiency. This includes advising the customer on the most effective shipping method—whether standard containers or flat-pack configurations—to reduce handling risks and improve loading and unloading efficiency at the jobsite.
    For this project, our team implemented a highly coordinated loading strategy for PVC, Schedule 80, and CPVC pipe. By telescoping pipe lengths and carefully sequencing which materials were loaded and when, we utilized every available inch of container space. This approach reduced the total number of containers required from 24 to 11, delivering substantial savings in freight costs while maintaining safe handling and smooth jobsite logistics.

  • Door to Door Logistics

    AVEM Water managed the project’s logistics end to end, coordinating multiple complex movements across factories, consolidation points, and the jobsite. We worked directly with select manufacturers to load containers at the factory while routing other materials through the Avem Water distribution warehouse for consolidation, ensuring optimal shipment sequencing and completeness.
    All backorders, partial shipments, and supplementary items were proactively tracked and managed by our team, allowing the customer to remain focused on project execution without logistical burden. From origin to final delivery, Avem Water handled the process door to door. In addition, we documented and photographed materials upon arrival at our facilities and throughout the packing and shipping process, providing full visibility, traceability, and quality assurance at every stage.

  • Customs Documentation

    Customs documentation was a critical component of this project, as it involved a government contract with specific tax and duty exemptions. These projects carry a high level of complexity, as any errors or omissions in documentation can result in materials being delayed or held at customs—either at the country of origin or upon arrival at the final destination.
    Avem Water managed all customs documentation with a high degree of accuracy and attention to detail, ensuring full compliance with regulatory and exemption requirements. As a result, all shipments cleared customs without delays or issues. We are proud to have executed this phase of the project at an A+ level, providing the customer with confidence, continuity, and uninterrupted material flow.
